Attain was commissioned by the Yorkshire and Humber CCGs to lead the procurement of Integrated Urgent Care services using a Competitive Dialogue procurement process with the following deliverables:

  • Alignment to strategic priorities of large scale transformation
  • Complied with EU Procurement regulations
  • Engaged with Service User and Patient Representatives
  • Bidder dialogue provided approaches to local/regional CAS development
  • Bidder engagement to develop robust outcomes
  • Delivered a Flexible Payment mechanism and Risk Share
  • Full delivery of the Service Specification in line with national requirements by the winning bidder
  • Introduction of new national KPIs
  • Established incentives scheme

What We did

  • Established robust Programme Governance and Risk Management.

  • Developed and supported five workstreams of activity engaging stakeholders in the development of the local Service specification, procurement documentation and Competitive Dialogue Process.

  • Provided Procurement, Finance and Contracting and Project Management Expertise to support 21 CCG commissioners and NHS England (dental services) to deliver transformational service change alongside a national specification for services.

  • Provided flexible, responsive and diligent support to the project team and workstreams consisting of IT, Contracting, Communications & Engagement, HR specification in a complex environment.

Outcomes

  • Delivery of clinical advice in the most appropriate setting.

  • Access to ePrescribing where beneficial and frequent caller scheme.

  • Greater use of “consult & complete ”to reduce hand-offs.

  • Call handlers will act as care navigators for callers.

  • Integration and greater connectivity with local services.

  • Direct booking of appointments to GPs/MIUs/other services.

  • Reduced need to re-state personal details/illness.

  • More service users accessing 111 and receiving clinical advice.

  • Reduced need to access and wait for acute and emergency care.
